The MAC TOUR USA South Florida Region's Promoters are some of the most experienced Promoters and Professional Martial Artist in the South Florida area.  

Mr. Richard Hartman, Promoter and Executive Director.- Started his Martial Arts career in Syracuse, New York where he studied under Kioshi Steve LaVallee, he currently studies with Professor Ken Herman form Pompano Beach, Fl.  Moving to South Florida in 1994 Mr. Hartman has been involved in tournaments for over 15 years.  Mr. Hartman is the former South Florida Regional Coordinator and Member of the Executive Board for Kids In Competition Karate (KICK International).  Mr. Hartman was one of the architects of KICK/USA forming into regions and played a major role in developing South Florida into the largest region in the organization.  A Tournament Promoter for over nine years.  Mr. Hartman has also been an Event Manager for Disney’s Martial Arts Festival in both WALT DISNEY WORLD® Resort and Disneyland® Resort where he is responsible for the coordination of operations between the multi-disciplines.  He and his family has owned Black Belt Studios in Sunrise, FL for the last 15 years.  

Arturo Espina Jr. was born in Cuba in 1963.  He started practicing judo at age of 4 years old, under his my father.  Today he holds a 4 degree black belt in Judo.  In 1980 he came to the United States and started training under 9th degree black belt, Professor Manny Reyes in Kenpo Karate and Hanshi Joe Anon in Sansei Goju Ryu, under Grand Master Manny Saabedra.  In 1986 along with Alex Odio he started the Delta Hock Dojo. From 1996 to 2007 Kioshi Arturo coached Team Sansei where his team won 16 ISKA World Championship Titles, 8 PKA World championships, 6 WAKO Championships and 75 NASKA World Championships.  They also won over 200 National and State titles from 2000 to 2007.  Mr. Espina was a member of the Board of Directors for the World Sansei Goju Ryu Karate, where in 2008 along with Hanshi Joe Anon, Kioshi Arturo co-founded the World Tiger and Crane Goju Ryu Organization, Today Kioshi Arturo is the Head Instructor and owner of Miami Elite Martial Arts in Palmetto Bay, Florida.  He is also founder and CEO for the Karate Kids Against Drugs, a non-profit organization to fight drugs through the Martial Arts.  He holds the rank of 8 degree black belt in Sansei Goju Ryu and Tiger Crane Goju Ryu.  

 
Master Philippe A. Velazquez, Promoter – Master Velazquez holds the rank of 6th Dan in Moo- Duk- Kwan Tae Kwon Do, and 3rd degree in Jhoon Rhee Tae Kwon Do. Master Velazquez studied under Grand Master Dannny Ortiz, a Tae Kwon Do Pioneer, 9th Dan, the highest rank in Puerto Rico and the Caribbean.  Master Velazquez served in the USAF (United States Air Force) for 20 years. He was a member of the Air Force Tae Kwon Do Team and was a two time National Champion.  He also won State Championships in North Dakota, Mississippi, Alabama, Puerto Rico, Iceland, New York, and the Caribbean.  Master Velazquez is the owner of Master Velazquez' Tae Kwon Do Institute.  His students have won multiple Regional, State and National martial arts championships.  Master Velazquez Tae Kwon Do Institute has been selected as a top ten school two consecutive years (2005 & 2006) and won State and National Champions in consecutive years (2007, 2008, 2009). He has been a Promoter and hosted Tournaments for over 5 years.
